After a long and exhaustive process that left me distinctly cross-eyed (and please, no comments along the lines of "So what else is new?") I managed to track down the building that was used for the exterior shot of Evey on the balcony. Certain external features were digitally modified; the weathervane on the dome was airbrushed out, and the balcony itself does not - unfortunately - exist.
The building's address is 1 Cornhill, London EC3V 3ND, and it is the home of a company called Monetvista. This lies in the heart of London's financial district, and the building has some very illustrious neighbours including Swiss Re and the Bank of England. It lies more or less right atop Bank Underground station at the junction of Cornhill and Poultry.
